In 1917 the Bolshevik Revolution forced several American locomotive manufacturers to cancel shipments of nearly 250 2-10-0 type locomotives to Czarist Russia. There was a shortage of motivepower here in the United States due to the First World War. These "Orphan" locomotives quickly found homes on a number of American railroads.

The USRA developed 12 different locomotive designs using standardized specifications for production efficientcy.
